Who is responsible for global warming ?-summary

Who is responsible for global warming ?
This winter was marked by wacky weather worldwide : it was summer like in Beijing, where the mercury soared to 16 degrees centigrade at one point, the highest for that date in more than 160 years. In North America, the weather was especially unpredictable : heating oil prices dropped as a result of a warm winter, but then the temperatures fell and snow storms hit the eastern region of the continent, causing deaths and fuel price hikes.
Meanwhile, the United Nations Intergovernmental Panel on Climate Change recently released a report saying that global climate change is most likely caused by use of fossi fuels that produce greenhouse emissions.
A decade after the Kyoto Protocol (京都協議書) that sets limits to emissions of carbon dioxide, some of the world's richest countries including the United States have refused to sign the accord for fear of hurting their economic interests. On the other hand, mainland China and other developing countries have argued that they need to use cheap energy, such as coal power plants, for subsistence.
Fighting global warming should be the joint responsibility of both developed and developing countries. The United States must take the lead in the fight to save the planet. But within two years, China will take the dubious honor as the world's largest emissions producer. It can no longer hide behind its developing country status. -Student Post

In this day, the weather become wacky and unpredictable thoughtout the entire world. When North Amercia had warm winter, the mainland of eastern region had low temperatures and snow storms. According to the Climate Change of United Nations Intergovernment Panel, the cause of global climate change may be use of fossil fuels. We have to seriously that the face this issue while we still lived in this planet. Many countries only thought which decreasing use of the energy will slow down their developing. Solving global warming problem is not only developed but also developing countrie's responsibility.
